In Washington State there
are over 15,000 convicted sex offenders eligible for registration.
There are over 2,500
registered sex offenders in Pierce County.
| Level 1 |
These offenders present the lowest possible risk to the community
and their likelihood to re-offend is considered minimal. They normally
have not exhibited predatory type characteristics and most have
successfully participated or are participating in approved treatment
programs. Many are first time offenders. |
| Level 2 |
These offenders present a moderate risk to the community and they
have a higher likelihood of re-offending than the Level 1 offenders.
They are considered a higher risk to re-offend, because of the nature
of their previous crime(s) and lifestyle (drug and alcohol abuse and
other criminal activity). Some have refused to participate or failed
to complete approved treatment programs. |
| Level 3 |
These offenders pose a potential high risk to the community and
are a threat to re-offend if provided the opportunity. Most have prior
sex crime convictions as well as other criminal convictions. Their
lifestyles and choices place them in this classification. Some have
predatory characteristics and may seek out victims. They may have
refused or failed to complete approved treatment programs.
Fewer than 3% of all registered sex offenders in Pierce County are
classified as Level 3 offenders . |
The persons shown
below are not wanted for any current offense. This notification
is provided under the Sex Offender Notification Act to alert the public to
a convicted sex offender that is believed to be a high risk to re-offend.
This notification is not provided as punishment for the offender and any
action by anyone as retribution towards the offender will be investigated
by local law enforcement. The Sex Offender Registration law allows for the
tracking of sexual offenders. It does not, however control the location of
where offenders choose to live.

In 1999, Subject VAUGHAN was convicted in the State of Ohio of Sexual
Battery 3rd Degree. According to official records, VAUGHAN (Age 17)
sexually assaulted a known 16-year-old female acquaintance. The victim was
the girlfriend of VAUGHAN's cousin. The victim had been left alone with
VAUGHAN and was dependant on VAUGHAN to give her a ride home. VAUGHAN
indicated that he wanted to be compensated for giving her a ride. He told
her that if she wanted to get home and use his phone, he wanted something
from her in return. The victim started to cry and told him that she just
wanted to go home. VAUGHAN told the victim that if she wanted to get home,
she better do what he said. VAUGHAN took the victim to an isolated
location and forced her into performing oral sex on him. He then took her
to his residence where he physically pulled her into his bedroom. VAUGHAN
then forced himself on the victim and sexually assaulted her despite the
victim's attempts to make him stop. At the completion of the sexual
assault, VAUGHAN then drove the victim to an area unfamiliar to the
victim. He dropped her off after berating the victim for her poor sexual
performance during the assault. After VAUGHAN left, the victim went to a
nearby residence and used the telephone to call the police and report the
incident. VAUGHAN was initially charged with 3 counts of Rape and one
count of Kidnapping. He later pled to the Sexual Battery 3rd Degree charge
for this incident. While awaiting trial for this sexual assault, VAUGHAN
committed a robbery. He ran up behind the adult female victim and struck
her and knocked her to the ground. VAUGHAN then grabbed the victim's purse
and fled to a waiting vehicle. VAUGHAN was later caught and identified in
this robbery and was convicted of Robbery 2nd Degree. VAUGHAN does not
have any other known criminal history. It does not appear that VAUGHAN has
completed any Sex Offender Treatment Program at this time.
Due to VAUGHAN's sexual and criminal
history, he has been classified as a LEVEL 3 Sex Offender. This allows the
Pierce County Sheriff’s Department to disclose relevant, necessary, and
accurate information to the public at large.
This current notification is being done, because VAUGHAN has recently
moved from the State of Ohio to an area in Pierce County. Sex Offender
registration laws allow for the tracking of sexual offenders. It does not
control the location of where an offender chooses to live.

Wells absconded on or about 4 July. Anyone having information on his

In 2001, Aaron T. WELLS was convicted of Possession of Depictions of Minor
Engaged in Sexually Explicit Conduct – With Sexual Motivation. The Tacoma
Police Department began investigating WELLS for attempting to illegally
obtain records information related to vehicle registrations and license
checks on individuals by claiming he was a law enforcement officer. During
this investigation it was learned that the Washington State Patrol was
also investigating WELLS for representing himself as a Trooper on the
State Patrol radio frequency and claiming that a Trooper had been shot.
Subsequently a search warrant was obtained for WELLS’ residence and
computer. During the search, police located several hundred photographs of
minors engaged in sexually explicit conduct with adults and these images
were on WELLS’ computer. The police also located a file that had been
taken from the Pierce County Clerk’s Office and WELLS was convicted of
Possession of Stolen Property for possession of that file. It was also
discovered that WELLS had used his computer to access private files and he
was convicted of Computer Trespass 1st Degree for that violation. WELLS’
criminal record includes; Theft 2nd Degree and Forgery (1992) and False
Reporting (1992). Official reports also indicate that WELLS has been
investigated in his past on several occasions for impersonating a police
officer, nurse, and other public officials.
WELLS did not participate in the Sex Offender Treatment Program while he
was incarcerated. WELLS has self-reported that he has an attraction to
young children. WELLS will be under community supervision by the
Washington State Department of Corrections for 3 to 4 years.
Due to WELLS’ sexual and criminal history, he has been classified as a
LEVEL 3 Sex Offender. This allows the Pierce County Sheriff’s Department
to disclose relevant, necessary, and accurate information to the public at
large.
This current notification is being done because WELLS has recently moved
from the city of Tacoma to a location in unincorporated Pierce County. Sex
Offender registration laws allow for the tracking of sexual offenders. It
does not control the location of where an offender chooses to live.

In 1984 –85 DOOLING was convicted of multiple counts of Indecent Exposure
in the state of California. In 1988 DOOLING was convicted in Pierce County
of Child Molestation in the First Degree. DOOLING was visiting a relative
and went to the bedroom of a four-year-old girl and sexually assaulted
her. In 1999 in Snohomish County DOOLING was convicted of Child
Molestation in the Second Degree. DOOLING befriended a 13-year-old girl
whom had run away from home.
DOOLING gave the victim alcohol and later had sex with her at his
residence. DOOLING has disclosed to treatment providers that he has
exposed himself deliberately on at least 100 different occasions. The
actual number of exposures may be much higher. DOOLING participated in
sexual deviancy treatment while incarcerated in 1990 and is currently
participating in the Washington State Department of Corrections Sex
Offender Treatment Program. A Community Corrections Officer will supervise
DOOLING for the next 36 months.
Per DOOLING’S sentencing documents from Snohomish County he is to have no
unapproved contact with minor children. He has been instructed to not seek
employment or volunteer where he would have access to children or frequent
areas where children are known to congregate. DOOLING was further ordered
not to possess or consume alcohol and participate in offense related
counseling programs.
DOOLING’S sexual criminal history has led authorities to deem him a LEVEL
3 sex offender. This allows the Pierce County Sheriff’s Department to
disclose relevant, necessary, and accurate information to the public at
large.

Robert GIBSON was convicted of Rape in the First Degree and Burglary in
the Second Degree in 1989. GIBSON (16 years old at the time) had
confronted the 11-year-old female victim and her brother as they were
delivering newspapers in Tacoma. GIBSON assaulted the victim’s brother and
then forced the victim to a secluded area where he sexually assaulted her.
GIBSON then took the victim to a “shed” where he made her undress and
again sexually assaulted her. During the incident, GIBSON continually
threatened the victim and told her that he would shoot her if she did not
comply. He locked the victim in the “shed” and threatened her and told her
not to leave. He returned a short time later and again sexually assaulted
the victim. Eventually GIBSON left and the victim was able to free
herself.
GIBSON was remanded to adult status for these crimes. GIBSON’s criminal
history includes assaults, malicious mischief, and Theft. GIBSON will be
under community supervision by the Department of Corrections for a period
of 12 months.

Ralph E. SMILEY’s current offense was for
conspiracy to manufacture a controlled substance (methamphetamine).
His sex offender status stems from a 1988 conviction for rape in the first
degree. According to official documents, Smiley observed a female walking
in Tacoma at approximately 1130 p.m. He asked the victim twice if she
wanted a ride but she declined both offers. A short time later, Smiley
grabbed the victim from behind, held a knife to her throat, and dragged
her down a path to an observatory. He told her not to make a sound and
informed the victim that he had killed before. The victim struggled and
was able to get the knife away from Smiley. He proceeded to knock the
victim down and regained control of the knife. He then kicked the victim
on her face and broke her jaw. He also severed a tendon in her hand as the
struggle continued. Smiley was on parole for various other crimes at the
time that he committed this offense.
He has no other known sex offense convictions. His criminal history
includes numerous arrests for burglary, escape, theft, possession of
stolen property, and narcotics related offenses. He also has numerous
misdemeanor convictions.
Smiley did not participate in sexual deviancy treatment while he was
incarcerated. His risk level assessment scored him in the Level II
notification category, but due to the violent nature of his offense Smiley
was upgraded to a Level III notification category and is considered a high
risk to re-offend.

Vahey was convicted in 1998 for the rape of a 17
year old female in Spokane, WA. Vahey followed the victim as she walked
down the street. Vahey contacted the victim and when she refused his
advances, Vahey grabbed the victim by the throat and dragged her to a
nearby parking lot where he raped her. During the commission of the rape,
Vahey violently choked the victim and threatened to kill her.
Vahey has past convictions for Delivery of
a Controlled Substance (heroin), Burglary 1st Degree, Burglary 2nd Degree,
Possession of Stolen Property. During the commission of the Burglary 2nd
Degree, the occupants of the residence burglarized suffered a fractured
skull, a fractured hand and an assault. Vahey was on probation from his
Burglary 2nd at the time he committed the rape.
Based on Vahey's propensity for violence
and unresolved drug and alcohol problems, Vahey may be at high risk to
re-offend.

KUBACKI was convicted of Rape in the Third Degree and
Indecent Liberties in Lewis County in 1993. Per Lewis County court
documents KUBACKI forcefully sexually assaulted a developmentally disabled
male with whom he had developed a dependent relationship. After moving in
to the home of the male victim's mother KUBACKI also sexually assaulted
the mother by forcible rape. Both victims sustained injuries related to
the assaults. KUBACKI was also charged with rape in 1978 but the charge
was dismissed due to his mental problems. Other criminal history includes
Arson in Skagit County, Controlled Substance via Forged Prescription and
Misdemeanor Assault. KUBACKI has been in and out of mental hospitals for
most of his life and has impulse control problems. KUBACKI has established
a pattern of seeking out and taking sexual advantage of the most
vulnerable possible victims.
